When viewing powergrade, if a grade is 50%, example 25 points out ot 50.  This means the student either did not complete the assignment or did not do that assignment at all.  Please note also that at mid-term (first 4 weeks of the 9 week grading period) a grade of "0" will indicate that a student has not turned in that assignment.  After mid-term those grades will be modified.
