replace incandescent bulbs of the same lighting level.

Lighting Terminology
Watt: Measure of the amount of energy needed
to power a light bulb
Lumen: Measure of how much light a bulb
produces
Energy efficiency: Determined by lumens
per watt. The higher the number, the more efficient the bulb is

To choose the correct CFL wattage, choose the
CFL with the same lumen rating as the incandescent bulb which is being replaced. Generally the wattage of the CFL is
about one-third of the incandescent bulb's wattage.
